{"id":2596,"date":"2019-10-31T20:15:09","date_gmt":"2019-10-31T20:15:09","guid":{"rendered":"http:\/\/www.karongadiocese.org\/?p=2596"},"modified":"2019-10-31T20:15:09","modified_gmt":"2019-10-31T20:15:09","slug":"justice-and-peace-desk-lobbies-for-the-relocation-of-office-of-dhss-to-district-council-offices","status":"publish","type":"post","link":"https:\/\/www.karongadiocese.org\/index.php\/justice-and-peace-desk-lobbies-for-the-relocation-of-office-of-dhss-to-district-council-offices\/","title":{"rendered":"Justice and Peace Desk Lobbies for the Relocation of Office of DHSS to District Council Offices"},"content":{"rendered":"\n<p><strong>By Obert Mkandawire &nbsp;<\/strong><\/p>\n\n\n\n<p>On 29<sup>th<\/sup> October, 2019, the Justice and Peace Desk, through the OSISA funded health governance project, held a meeting at Club Marina in Karonga to influence the effective implementation of the decentralization process, policies and strategies within the health sector.\u00a0 <\/p>\n\n\n\n<p>The meeting was attended by Chitipa\nDistrict Council led by the District Commissioner and Chitipa District Health\nManagement Team, the Chairperson of Chitipa CSO Network and members from the\nJustice and Peace Desk of the Diocese of Karonga. <\/p>\n\n\n\n<p>Firstly, the meeting advocated for\nthe relocation of the Director of Health and Social Services (DHSS) from the\ndistrict hospital to the Council offices.&nbsp;\nThe Justice and Peace Desk contends that the new arrangement will enable\nthe DHSS to oversee all health facilities without bias.&nbsp; The current set up is such that the DHSS is\npreoccupied with matters relating to the district hospital and health centres\nare affected in terms of distribution of resources.&nbsp; <\/p>\n\n\n\n<p>Participants agreed in the interim\nfunctions of the office of the DHSS should focus on the district level while\nstill operating from Chitipa District Health Office because the current DHSS is\nworking in acting capacity. <\/p>\n\n\n\n<p>The meeting also discussed further\ndevolution of Chitipa Local Health Sector Budget.&nbsp; Currently, the budget is centralized at the\nDistrict Health Office. &nbsp;It was agreed\nduring the meeting that some Health Centres such as Misuku, Wenya and Nthalire\nwill have their own allocations for example fuel and cleaning materials from\nOther Recurrent Transactions beginning next ORT disbursement. <\/p>\n\n\n\n<p>Finally, participants agreed on the\nseparation of powers between the District Health Management Team and the\nHospital Management Team (HMT). &nbsp;The District\nHealth Management Team will concentrate on affairs of all health facilities\nwhile the HMT will report to the former and will be making some financial\ndecisions pertaining to the district hospital.
